#218 programm as dll

can you make your programm as dll, that can be attached to main programm? i am only today get url for this project. no see any forum, so i have few question:

1. can it be as dll and work with memory?
2. can this programm convert into 8bit, mono, 10.2 khz frequence, wav pcm no head?
3. can this programm do normalization? and when it need to be done - with original hight quality wav sample, or after conver into 10.2khz? now i am make convert into that 10.2 with bass.dll and samples - voice at most - have low volume. but original samples of games - have nice volume. i want to get same volume. not clear for me how to do normalization with bass.dll, so i search some alternative methods too (but it can work as dll and with memory) or maybe some one give some formulas for that normalization count? i have sample with values -127 to +127. what i need to do with that for make some normalization sound?
4. can this programm do some equalizer procedures? for my case when words have some sound "S" - after convert is start sounds as "SH" - some noice or hi-hat drum's sound. for avoide that effect i think need to a little down hi frequency.
