I've noticed VOC has a FIXME wherein the author didn't come upon any VOCs with text.
I was making a VOC parser so I bothered to run DOS and VEDIT2.EXE from Creative Voice Editor. I've made a test file, so that should make someone's life simpler! Attached are the screenshot and the resulting file (with as many varied blocks as I could add in VEdit2).
