#2 Valid Email Address For Registration

As mentioned by Resolution in IRC, I'd like to see a
registration process that sends a confirmation message
to a valid email address, with a validation link they
have to click or something to confirm.

A quirk, I'd also like to see this not happen
instantly... maybe once per 24 hours. This could help
deter the folks who show up new to the site, register,
then post dumb questions without doing any other
reading of the site anywhere.

list, it has been considered for a default feature to the project.
