I would be happy to help, but the iTunes Store Customer Support team does not evaluate and review these applications, so I can't give you specific information. If you are the creator or original rights holder of the original application (http://skim-app.sourceforge.net/), you can contact Apple Developer Support regarding this issue: http://developer.apple.com/contact/ If you are not the creator or original rights holder of the original application, I recommend contacting the creator of the original developer (Skim) and they can take action on their own behalf.
