#1514 Drag-drop to reorder notes

Request: drag-drop to reorder notes in pane

In vertical-text (mostly Japanese, Chinese) documents, notes are sometimes misordered b/c their order is determined by the height from which the note begins (as in horizontal text) rather than the actual order (right-left). Rather than requesting a toggle for horizontal/vertical text documents, which seems like a big ask, I'd love to see notes become drag-drop reorderable. Perhaps this should be toggled on/off to avoid accidental reordering.

Reordering notes won't have any effect because the notes in the table are
always ordered by some property, like the location in the document. The
intrinsic ordering is never used in the display. Apart from that, it is not
possible, because annotations are a property of the pages, not the
document, so they cannot be recorded between pages, and reordering within
pages is not supported by Apple's PDFKit.
