I am using Skim to extensively annotate my PDFs and save paper. Since the default shortcuts for the different type of annotations are extremely awkward to type (you try to type Control Apple and a number with one hand ^__^ while with the other you use the mouse), I tried to change them using the OS X offered utilities.
I was successfully able to override the usage of F1 and F2 for TextNote and Highlight (see attach) but I have no idea why if I do the same for Underline it doesn't work!
I tried several possibilities for Underline, even the F1, F2 that worked successfully for others without much success.

Probably because Underline is also in the View > Font submenu. Anyway, that's not a bug. Note that when you're in note tool mode (cmd-5) you can use single letters to change the tool mode. See the Wiki for details.

Cmd-5 and the use of shortcuts works nicely.
Again however, why a user would need to go
and check the features for your product
on an external resource? Isn't that "help"
or "tips & tricks" on startup made for that
reason?
Finally, I think it IS a bug, because it doesn't integrate with he OS,
since you have redundancy in naming inside the menu. You block the user
from choosing whatever HE wants.
