#1613 Skim scrollbars do not respect System Settings option

In the System Settings (MacOS Tahoe 26.5.2 (25F84)) under Appearance I have selected the option for "Show scroll bars" to "Always". This works in all applications but Skim. Instead, Skim behaves as if I'd selected the option "When scrolling" — the scroll bar appears only if I begin scrolling with either the arrow keys on my keyboard or the wheel of my Logitech MX Master 3. There does not appear to be any Skim option that would be overriding this setting. Fix appreciated. Thank you!

Just to note: I found a related bug reported back in 2008, albeit with regard to Skim's behavior when a user clicks in the scroll bar. That ticket was closed.
