Open a PDF in the normal window mode. Turn on full screen mode (cmd+shift+f) and scroll through a few pages of the PDF. Press Esc to exit full screen. Skim jumps back to the location that was open initially in the normal mode.

Huh? We only change the PDF display settings, not the page, when exiting full screen.

Are you sure it jumps back to the page from before full screen (I would not know how it would have remembered that)?
Have you saved separate view settings for full screen ? (You can see that in the Display Preferences, if the corresponding button is enabled, you have).
Also, are you using legacy full screen mode (if you don't know what that is, you probably aren't)?
And what OS version are you using?

This is probably PDFKit changing the page when the view settings change. PDFKit is notoriously bad at this. I will try setting the page back after the change, whether it works is hit and miss.
