I get that it does these things during an exam, that's it's soul purpose. But does it actually stop if you close the browser itself? The reason why I am thinking like this is because I saw this SecureExamBrowser.Service in my Task Manager and have been paranoid ever since.

SEB doesn't record the screen or conversations. Current versions are just a lock down (kiosk) browser, means they connect to a configured website URL (you can't enter URLs manually) while locking the computer, so you cannot switch to other applications.
The SEB Windows background service is only used to temporarily change Windows Registry settings to remove the options in the Security Screen invoked by Ctrl+Alt+Del (the service is needed because it is running with administrator rights, which are necessary to change these Registry values). As long as SEB is not running, the background service is inactive.
i want ask you this seb app is knowing my privacy apps and files that do in desktop screen because that breach my privacy and i don't know how it discover ip address

SEB lists the running processes in its log files, if logging is not disabled and if SEB 3.1.1 and SEB Server is used, then those logs can be sent to the SEB Server instance your exam organizer has installed and configured for your exams. There is no official or central SEB Server, so it's always your exam organizer who has to let you know about privacy.

As the SEB code is available as open source, any developer can verify that SEB isn't recording the screen or conversations.
