#444 Merge upstream binutils into sdcc

As a first step towards #423, the current upstream release of binutils should be merged into sdcc. The current upstream release is binutils 2.25. The current version in sdcc is a fork of binutils 2.23.2.
In the sdcc fork, some upstream parts not needed for sdcc are removed, and other bits have been added.
When merging current upstream, I would probably put some of the left-out pats back in. This makes the fork bigger, with more unnecessary code, but it makes the differences between the fork and upstream smaller, which should make future merges easier.

In contrast to the previous situation, I did not leave out individual files from upstream, only whole directories.
