I can reproduce the doc build failure on my Debian GNU/Linux amd64 laptop using the instructions at https://sourceforge.net/p/sdcc/wiki/HOWTO%20Make%20Snapshot%20Builds%20on%20the%20Developer%20Machine/
On the other hand, a plain "make" in sdcc/doc works for me on the same machine.
