The file non-free/include/pic16/pic18f67j50.h includes definitions for the symbols __CONFIG{1,2,3}{H,L} themselves, but does not include definitions for the values of the individual fuses as bitmasks. See for example pic18f2455.h, which contains such symbols as "_USBPLL_CLOCK_SRC_FROM_96MHZ_PLL_2_1L" and "_FCMEN_OFF_1H". This is SDCC 3.0.0.
