Seems like many core RBL's are missing from SA scoring like baracuda, spamhaus, etc. Is there a reason why those are not being used for scoring in SA? The check is already being done with some of them in postscreen, so since its dns query is cached locally, why not check again that for SA scoring if they get past postscreen? Is there a reason why I shouldnt create those custom SA rules?

I am creating my own RBL server, can I use it?
Of course. you can use it directly with postfix through the web gui or setup a custom spamassassin rule with it for scoring.
