/etc/amavis/conf.d/15-av_scanners I don't see clamav section is avaible. All settings start with #
Jan 3 11:06:10 antispam amavis[28710]: (28710-05) (!)WARN: all primary virus scanners failed, considering backups
Jan 3 11:06:10 antispam amavis[28710]: (28710-05) (!!)AV: NO VIRUS SCANNERS AVAILABLE
Mail subject changed with "Not scanned!"
I checked and see clamav working. How do I fix this?

I had the same problem. ClamAV sections always re-commented out after changing anything in the web settings. I ended up removing the #'s from the relevant sections manually and restricting permissions on the .conf file so it could no longer be changed automatically.

Manually removed # from 15-av_scanners.conf
But when I changed any configuration from web, system has added # to 15-av_scanners.conf again.
Did you ever get this fixed ? I'm having the same problem, and it only started after an update.
