No

For example, a file with no ext, the first line is:

! /usr/bin/env python

Then I want to make scite treat it as a python file, can I write plugin to get this feature?

But why a file with shbang=python, cannot have a menu [tools]->[go]? while a .py file have this menu activated?

The settings for command.go work on the actual file name.

While you could set command.go.*=, that may take over other extenstions.

So we cannot set the command go to bind with file type? only can bind to file ext?

The command.go setting can only be bound to file patterns.
