If you can think of a better definition please suggest it.

I added some rules for the SchematicsEditorsGroup:

The SchematicsEditorsGroup consists of the people named
above. Decisions made by the SchematicsEditorsGroup,
including but not limited to:

    * Changing the membership of the SchematicsEditorsGroup
    * Publication of the Scheme Cookbook
    * Electing a new ElPresidente?

shall be made by a simple majority vote, with the vote of
the ElPresidente? breaking a deadlock. The current
ElPresidente? is NoelWelsh. The ElPresidente? may, at their
discretion, sport a waxed moustache.
