QM 4.5.1 generates top-level file comments that contain a URL of the form (https://www.state-machine.com/qm). Unfortunately, such comments violate the MISRA-2012 Rule 3.1 (required) "C comment contains '://' sequence".

The request is to change the generated [top-level file comments](https://www.state-machine.com/qm/ce_comment.html#ce_comment-file so that they don't violate the MISRA-2012 rules.
