#105 Enable QSPY host application to save dictionary in a run and use it in a later run

This feature is required to enable starting QSPY logging application after target has already initialized and sent out data dictionary messages. This feature requires following command line option.

• A command line option to QSPY host application to save logging data dictionary in a specific file.
• A command line option to QSPY host application to use previously saved data dictionary file as the starting data dictionary
