#46 configure TDE panel window with modestly high DPI has no scrollbar and cannot be shortened to show all

To reproduce:
1.configure DPI and font sizes to usable size
2.open panel configuration menu
3.make some change to menus

Actual results:
1.window cannot be shortened to fit screen
2.scrollbar is missing
3.bottom buttons are unreachable

Expected results:
1.entirety of window can be made visible and usable
2.settings can be applied from keyboard without guessing which hotkey is required to do so

Reproducible on vanilla Debian Trinity installation, so we consider as upstream bug. It should be reported to Trinity developers.
