It's hidden by default. You can edit corresponding '*.desktop' files, for example '/opt/trinity/share/applications/tde/twindecoration.desktop' and comment out 'Hidden=true' entry. You will find related shortcuts in Control Panel.

There is new Q4OS update with easy to use script to unlock hidden configuration items in control panel. First update system in terminal:
$ sudo apt-get update
$ sudo apt-get dist-upgrade
and run the desired script:
$ sudo kcmodules --unlock
You will find complete Trinity configuration options in control panel now.
