#30 win32gui patch to enable balloon tooltips

Hi,

I am using this patch in clamwin
(http://clamwin.sourceforge.net) to display balloon
tool-tips in the tray icon.

It requires Internet Explorer 5.0 or higher on pre-XP
Windows, but nowadays this seems to be no problem. I
created the patch against current cvs.

it works on Windows Me and later, windows 98/NT is not
supported because Internet Expolrer doesn't update shell32.dll
