When selecting "sharing input to all tabs within current window only" the input is shared between multiple (all) putty-nd windows instead of the current window only.

It is weird. I just had a test as the attachment. It works fine on my env. May I konw which windows version are you working on?

It must have been a glitch, because I cannot reproduce it. Or I made a mistake in selecting the option, in which case I owe you an apology: I'm sorry, my bad!
FYI: working on Windows 10 (latest and greatest updates) and n00dle 7.18.
