Makefile.PL (uppercase suffix) is missing in many versions of the ptkdb tar.gz, probably a name typo because Makefile.pl (lowercase suffix) is present. Once renamed the usual installation scheme works fine (perl Makefile.PL ; make ; make test ; make install).
Checked with versions 1.221, 1.222, 1.230, 1.231 and 1.232. Versions 1.1091 and 1.1092 are ok.

Makefile.pl renamed to Makefil.PL in the current version 1.232 .
