I would like to have a middle ground in between
allowing/disallowing all together the power of players
(with M bits) to have their own htmuf's.

A HTMUF power would solve that problem nicely as then
you can set that on players you trust to have personal
muf programs without disallowing it to everyone and
make alternative arrangements, or allowing it
toeveryone and opening it up to dangerous misuse.
