Update the binutils patches to apply to binutils 2.15.

The non-trivial changes are:
* We no longer need to fix the incompletenesses in the previous version's
top-level configury.
* _bfd_prc_get_symtab() has been renamed to _bfd_prc_canonicalize_symtab().
