Log message:
Distinguish the 5 R3 SDK from the 5 R2 SDK.  Sadly I forgot to do
this before the prc-tools 2.3 release.

The two SDKs' BuildDefines.h files differ only in comments, so this
is more difficult than it should have been.  In particular, someone
forgot to update the PALMOS_SDK_VERSION defined there.  D'oh!
