If you check the FindXXX.cmake modules installed with your system you will see they virtually always use the CMake FIND_LIBRARY command to find libraries. Unless specifically told otherwise, that command uses the environment variable CMAKE_LIBRARY_PATH before system paths for searches, see the full documentation of FIND_LIBRARY at http://www.cmake.org/HTML/Documentation.html.
