#190 OASIS DEX development and publication mechanism needs update

The current DEX development approach, as documented in the Help system, requires the creation of a SysML Block to which all types exchanged by the DEX are added as properties and documented via a Parametric Diagram of the DEX Block. However, the currently adopted approach of a number of projects is to just define the DEX through the use of a Block Definition Diagram identifying the interaction of a number of templates.
The current scripts and publication mechanisms need update and the dependency on MagicDraw files for image maps of DEX's should be removed in favour of applying tha same tool independent approach of Template development.
