#168 Publication package should be consistent wrt dvlp folder files included

At present the publication package includes the mdxml file for templates but does not include the equivalent ump files for templates. This seems to indicate that MagicDraw is required to utilize the PLCS publication. This is an incorrect assumption, but it could be interpreted this way. Similarly the mdxml files contains invalid links to the plcs_psm_module.mdxml since the dvlp folder for the psm_model is not provided.

I would suggest that the publication mechanism should not include any of the development files and all dvlp folders should be removed from the publication. If a developer wants to use a specific tool for development then they should use the approptiate to_XXX tool to generate the tool specific representation of the standard XMI file provided in the publication package.

    The same applies to the concept model.
    I propose to remove the .mdxml from the concept model downloads
