The file names called out in the help system do not correspond with the files delivered by CVS update. For example the master file according to the help system is plcs-en.owl. The file does not exist in the folder specified but two other files do plcs-psm-en.owl and plcs-terms-en.owl. Similarly in the OASIS context we should have files oasis-rld-en.owl etc but there we have plcs-rdl-en.owl and plcs-rdl-dmou.owl (this is either language code DMOU or some other concepts).

My guess is that everything is developing fine and it is just the help system needs update. But for a new/novice user the discrepency between the help system and the actual will cause confusion.
