#413 OASIS: FailureEffect - Do not populate mandatory property on StateDefinition

This template creates a PSM:StateDefinition but do not populate the mandatory property "definition" on this PSM Block.
One way for fixing this is to use the property "failureEffectId" to identify a PSM:ExternalItem and then bind this ExternalItem to the property "definition" of the StateDefinition.
