#337 OASIS:WorkRequest unclear semantic difference between purpose and classifications

If there are special semantics defined for the purpose property then they should be more clearly defined such as having a special subclass of WorkRequest and using that in the reference data constraint.

This came to light when trying to reverse data from a PSM WorkRequest instance into a template instance and being unable to define which of the associated classifications was to be used as the purpose.

Changed RDL constraint on purpose to be subclass of WorkRequest_purpose so it can be distinguished from other classifications of the work request.
