Did you run the bootstrap script? You will need to do this whenever configure.in changes. Once that's done, if you are having trouble compiling the simpleshape driver, you can disable it using ./configure --disable-simpleshape Once again, beware of CVS HEAD right now; there is a great deal of work going on at the moment.
