#43 Make Block_renderer_foo extend base clas

A partial implementation of feature request 512199.
This patch alters all the indivdual block_render_foo
classes so that they are extensions of the base class
Block_render_i. Makes sure that the base class is
required from config.php3, if blocks are turned on.

Also adds a descriptive sentance to each renderer,
accessable through the getDesc() method of the base class.
