#390 Initial wizard doesn't show password requirement

During initial setup, if you don't use a password that is at least 8 characters long, it just gives a generic error. Only by trial was I able to get something to stick. Once logged in, I went to change the password and was properly given the error that it needs to be at least 8 characters long.
