I have just installed the phpESP 1.7.5-rc1 under PHP Version 4.3.2, and
about 50% of the time when I click on a link or button I get the
following error:
HTTP 503 Service Unavailable
[ Connection to database failed. Please check configuration. ]
[ 1045: Access denied for user: 'phpesp@localhost' (Using password:
YES) ]
If I then start hitting the browser's refresh button, I will usually be
taken the the page I was trying to go to. Sometimes I have to hit
refresh up for times before I will move past the 503 error. This is a
new Red Hat system, so maybe I don't have things quite configured
correctly, but the thing that gets me is the intermittent nature of
this problem. FWIW, I have phpmyadmin installed and it is working
properly.

You have to change the "home" acl setting by editing line 229 in espauth-default.inc. Using the download option is probably a better solution. Yes it's possible. The option is available under the "Change Access To a Survey" pages.
