Yes... I know that I have been gone for a while. It couldn't be avoided. Lots of stuff happening in my life. Lots of things ended up being relegated to a lesser priority. I apologize.
The good news is that I am finally putting together a comprehensive design document, and will be posting it topic by topic.
I have returned and I want to get this thing going.
Chris has informed me that durring the peroiod between when my team was originally active and now, he had to reformat his hard drive a couple of times, and unfortunately, the source code for the Phoenix Tile Editor was lost. He has searched everywhere in his backups for it, but no joy. So this means we will not be releasing that version of the tile editor.
The good news is that the coding for the tile editor is not that complex, so getting it recoded should not prove to be difficult or all that time-consuming. If anyone reading this would be interested in taking a shot at it, contact me.
Well, I finally was able to communicate with Chris, the other programmer on the original Phoenix team. He has been added to this project as a developer.
Chris coded the Phoenix Tile Editor, which will be made available as both Source Code and Application soon. When it gets uploaded, I'll post a detailed description of it.
I'm very glad to have Chris back on the team.

I have spent some time trying to recruit my old team, but apparently they have moved on to things which prevent them from working on anything else at this time. That's life. We do what we have to do.
And so, Project Phoenix is now opening its doors to the Source Forge community. It would have done so anyway, but I wanted to give my former team an opportunity to reunite. The regathering of my previous team has begun. The first to return is the one I spoke of who was working on the conversation subsystem. He is very enthusiastic about the project and I am looking forward to working with him and the others who may be coming back on board.

This project was origianlly intended as an independent profit-oriented endeavor, but after careful consideration, I decided to go open-source and public domain with it.
Some work has already been done by members of my former team, whom I am hoping to bring aboard with me on this. We have a working tile editor completed. The way it works is that you can take any isolated graphical object sized to fit within a 64x64 pixel area and load it into the editor as a source object. By manipulating the controls, the object gets pasted into an output window of the same size at 32-pixel offset points both positive and negative in the x/y positioning. The result is a seamless tile.
