#1 upgrade installs fail when pgsql is running

The installer doesn't shut down the existing instance of
PostgreSQL and therefore fails to overwrite the files.

This should check for the presence of postmaster, and if
possible run a check to verify the version. If a major version
change is needed, then the system should prevent the
installation, and prompt the user to run a full backup of the data
for conversion.

    Adding a check to the installer package to prevent installation when a
    previous copy is running. Also adding verbage to encourage users to
    run a backup of existing databases in to prevent data loss in an
    upgrade.

    The installer script has been updated, and is going into CVS tonight.
    The fix will be a part of the 8.0.1c release.
