I cannot decrypt or verify email. I think there is a bug in
pgpenvelope_decrypt.

I can sign/encrypt email just fine.

Yes. The problem is with the interaction of GnuPG and pgpenvelope. Note
that the problem is not GnuPG::Interface, as I downgraded to pgpenvelope
2.8.8, but left the interface module at the new version.
