Many pc_xyz commands lack a help option.
They should all support a `-h' and `--help' option to print a usage message
that lists all flags and their meanings.

For the Perl scripts, we extract the usage message from the header of the
file; a similar mechanism could be used for shell scripts.

`pc_newrun -h' does something else than print a help string. This should be
fixed.
