Are you speaking of the password failure lockout mechanisms?  Those can can 
be changed via the following parameters in the Admin -> Settings section of 
OPT.

login_attempts
login_interval

There is excellent context sensitive help on those settings too.  Forgive 
me if I misunderstood your problem.
