I hope this is a possibility, because currently the panic button is only available as a mouse click or "esc" shortcut, which only works when the menu bar is focused. At least in my case, I need to hit panic when first waking the PC from sleep and right now there is no reliable way to do this headless.

Try assigning a MIDI organ load event. If you reload the current organ, it will also make sure, that everything is still in memory - in such conditions a reload from cache is really fast. If it takes longer, some parts of the samplesets are likely not in memory anymore.
If that MIDI event does not work anymore, MIDI input has been broken by suspend.

Thank you Martin, that worked. So MIDI input is working after suspend but audio needs a refresh. Although the cache reload does take a few seconds, it beats booting the whole organ again!

It would still be nice to see the panic midified in a future release.
