True. Proper implementation of encryption, including encryption of data
store partition at rest will make it compliant. The problem is with
outside emails. Any incoming/outgoing email will traverse uncontrolled
Internet, automatically becoming non-compliant. Only end-to-end
encryption will help, but it has own limitations and issues.
