Add support in LOG to use ISO 8601 time format.
This includes the support to use local or UTC, with/without zone.

Add new tokens to support time zone information and millisecond granularity
@Nz and @Cz. Time is still local time but token will add +-time (to UTC)

@Ck and @Nk for inserting milliseconds within 1 second

Default format strings will not be changed
