#1447 pyosaf: Extract log convenience class from python/samples as new log utils module

The amf_demo and immbase.py files in python/samples contain almost but not identical implementations of a class to encapsulate the LOG service in a high-level interface. The implementation should be aligned and extracted as a pyosaf.utils.log module.
