Not a lawer but I think the rule is something like LGPL plugins
go well with LGPL oqt and with commercial plugins like 3ivx.
GPL plugins linked to oqt make oqt GPL and prevent
commercial plugins from being used.
How about including an int for licence in the codec and having
some simple mechanism in the library, like the one dealing
with codecs competing for the same 4cc using merits, that
would kick out all GPL codecs whenever a commercial codec
is loaded (or vice versa, your choice)?
