I don't understand the purpose of R33 on the LV board. On the main board Vpp is supplied without a resistor in series, so presumably this should also be done for PIC devices running at 3.3v?

There is a specific purpose, but at the moment I can't remember it (it was designed many years ago). I think it had to protect an input when using some alternative pinouts.
