I checked and it does work correctly if you let OP supply Vdd.
I don't understand the purpose of R33 on the LV board. On the main board Vpp is supplied without a resistor in series, so presumably this should also be done for PIC devices running at 3.3v?
I'm programming a PIC16F1847 either in the socket or via ICSP. In the socket on the programmer all works as expected. Over ICSP I can program the device but reading the PIC wipes the code memory. I am connecting Vpp, GND, clock/data but not Vdd as the board probably uses more current than the programmer can provide over Vdd.
There doesn't seem to be the facility in the software to turn off Vdd although other programmers can do this. The OP hardware should be capable of it.
