    [RFC] checkpatch: add initial .checkpatch.conf
    
    This initial setup covers the old commits:
    09571d62bc1e ("checkpatch: disable extern and switch indent checks")
    2f6f7c442d24 ("checkpatch: remove typedef check")
    9ad57e96b3c1 ("checkpatch: remove volatile check")
    3da783f62854 ("checkpatch: increase line length to 120")
    2af5b97ba31f ("checkpatch: remove __packed and __aligned checks")
    
    It also skip the check for SPDX_LICENSE_TAG, not implemented in
    OpenOCD yet.
