That's of course not supported as FPGA doesn't have any memory, CPU
core etc.

How did you create it? Is that "bootstrap" program following the
requirements of the jtagspi driver?

Yes, provided your SVF contains a suitable FPGA configuration
(matching the docs for the jtagspi).
